By law (Rating Valuation Rules 2008) each district Council is required to value all infrastructure assets (utilities) in their region and place the valuations on the District Valuation Role. It is then up to each individual Council to make a decision around if and how these are to be rated. These regulations are administered by Land Information New Zealand. Pursuant to section 52 of the Rating Valuations Act 1998, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, makes the following regulations. Rating Valuations. To provide fair, transparent and independent property ratings, the Council uses standard rating valuations which are governed by legislation - the Rating Valuation Act 1998 - and audited by the Office of the Valuer General. Your Rating Valuation. You will receive a notice of your rating valuation once every three years. A Rating Value (RV) is one factor used to apportion your rates. The revaluation occurs every three years. The value is calculated using a mass-appraisal process. Market Valuations are different. You can request one at any time from a Registered Valuer. The Registered Valuer will inspect the interior and exterior of the property. Rating Valuations are based on market values. They are a snapshot of the market at a fixed point in time.
